Winamp can do it! see inside.in the Winamp options, preference, output, select Nullsoft Disk Writer plug-in.
Click configure (at bottom) to select where you want the .wav files be stored, then just play the mp3 by winamp, you won't hear the sound and it will write wave file to disk.
