在30年前做的规划是希望人口增长集中在几个中心点的(Scarborough Town Centre)。现在这些集中点是有,但是没有当时预测得那么集中,其中政治因素很大。现在因此需要修改,地铁已经不太现实,但是规划毕竟只能想前看不是吗,不能为过去天天叹气吧?

文中论据表面看对,其实不然,比如最后一段:本来争议话题是比较地铁和LRT谁更好,更能move people,结果话题变成了LRT和Car谁更能move people, 即使这样,大街上跑的有Truck,Bus,Car而且每秒钟都在跑,LRT却5-10分钟才一辆。当然,建比不建强,但是建什么:Street Car or Subway?

地铁和轻轨,出了市中心,肯定是轻轨能move more people。在同样的资金下,因为轻轨可以建到城市的没一个角落,地铁就不行,因为太贵并且多伦多除了市中心,人口不够集中。所以建LRT可以服务到更多的人。

charge the drivers: congestion charges, road tolls, property tax reflecting the extra marginal cost of servicing low-density areas... then subways are realistic
