if you have hands on electrical background, sure there is a job waiting for. But, if you have no idea what will going on for a electrician, that license won't do angthing but make chinese electrician a bad name.

in construction, experience is always more important than certification no matter electrician, plumber, heavey machine operater, carpenter... These are all highly paid positions even higher than engineers.
