I don't know. I didn't try yet. But if no site is accessible, it is not an IP but a Wan Issue. Otherwise,
there might be some big military or political action to take, so the government shutdown all export connections.

In Wan management, politics is always an important issue. If there were

我原以为是国内的出口有问题，刚才我只能访问国内和香港的站点，新加坡的朋友可以访问国内。现在似乎好了，不过仍然很慢。
