I think you can say :" I just had a newborn baby, so I have to look after him/her all day long ...." 电话可以不打，但回执表好像是必须要填好在规定的时间内寄回的，否则会有麻烦，因为那是每个公民的义务。

I had the same experience before.1.Call and explain.2.They said need fax or mail some documents, for example: birth certificate of your new born and a letter explain why can't go, they letter they sent to you.3. wait, they will call you, no need to go. Take it easy and no worry.
