Photoshop里，将图片1，2，3，4分别叠放在不同的图层上，Click窗口-》动画，在动画工具栏里click从图层建立帧，排序，then给每个帧分配时间（比如2秒），是不是循环。保存的时候，click 文件-》存储为web和设备所用格式，存储格式为GIF.DONE.

To flicker, it is no difference when you load jpeg or gif. When you want to link this gif from flicker, the key point is, you cannot resize it (when you resize gif, flicker will convert it to jpeg automatically).You can only use the orginal size for the animation.
