Toronto is much safer than Chicago.The main reason that high rise condon's are so popular in Toronto but not in Chicago is because Toronto is a much safer city than is Chicago. Most people that have decent jobs in Chicago won't live in down town. On contrast to Chicago, lots of people live in down town of Toronto.
