要想不动表面，又把地形平整好，恐怕只有请“土拨鼠”帮忙了。

在秋天入冬之前或春天融雪之后， 将草cut到最短（<1寸）。买一些好的top soil将地整平。最好还是撒一些草籽

Actually, it doesn't matter. But it is recommanded seed should be covered by top soil. If you like a better lawn, spreed seed and top soil once a year.
