you are right. this is common sense. Fishers are different in different places, lures are different for different fishers. but,rods, lines, techniques are almost the same. They all been used according to the habits of fisheres. your answer does make sense. because Olderfisher want to know if he can bring his rod, reel, line,etc. I don't believe he will think about to bring others, such as lures.
