Could anyone help on this case for car accident with 3 party

superbean(superbean)
A drove my car and got accident since her own fault. A is ok but the car is total lost in this case. After few days,A contacted and got the quote from her business insurance company. However, the quote from her insurance company is much lower than the fair market value. Also,A is not willing to help us get the fair price from her insurance since the more they pay the more insurance fee will go up next year.

My question is how to solve this issue, what option I have. Should I file a small claim to them or I can contact with her insurance company.

Please help. Thanks a lot!!
