This type of air return passage, most of the builder do not use the real air duct, It uses the hallow space between the 2 dry wall and two 2 X 4, the space runs vertically that goes down to the family room floor, then turns horizontally on the garage ceiling.
On the top of the garage ceiling, it is also uses the space between two joist hollow space, and it runs to next return duct that leads to the basement furnace return plenum.
If the garage did not have a good insulation on ceiling, or the joist space did not seal well. The cold air will drift into the family room, especially in the cold and windy day, if outside air pressure is higher and get into the garage, the air pressure will drift into the family room,
Suggest you to make two simple testes in a windy day.
1: if family room have door. Close the family room door and the garage door. Then do the paper test, make note for how much air blow out form the outlet with all door closed.
2: 2nd test, with garage door open, family door open, and one of the house main door open as well. Also make note how many air blow out from outlet with paper.
If more air blow out on the 2nd test then the 1st, it is proven that, the hallow space for the air “return duct” is not seal 100 %.cool air gets into the hallow space, and the air flow to any space where have lower pressure.
