Neon tetra is hard for me to keep. They need acidic water (ph around 6 I think). The tap water ph is around 8 for where I live so I gave up on keeping them.

If you don't have the testing solution, you can bring the water to the store and they will test it for you. Also, if you don't have heating in the tank, you can only keep goldfish. To start a tank, you should add fish slowly. And add the hardier fish first. Angle fish is very hardy for me. So is the guppy. Also, I was told by the guy working in the fish store that it should be 1 gal of water for 1 inch of fish. I would suggest to cound the inch by their mature size since you don't want to give them up once they are big.
