Although 10D is arguably "better", you probably will not see any difference on picture qualitiy which is the only concern of most users anyway. Even if 10D claims to have ISO3200, you probably do not want to go over ISO800 anyway for your shooting purposes.
2. The zoom lens that comes with it is 18-55mm, so it gives 3x power. This new kid in town has got some good reviews as it was designed specifically for 300D. If most of your pictures will be taken under low lights, may I suggest you to get a Canon 50mm/f1.4? Forget about zoom lens which is for lazy people anyway, this lens will give you the best picture quality with no need for flash under most lighting conditions.
3. it is cheaper in the States, at least you can save the GST+PST. The Cdn is strong right now which should give you more buying power.
4. if you want to get a good zoom lens, 28-135mm/f5.6 (us$400) would be a good choice, while 24-70mm/f2.8 (us$1000+) would give you better results.
Final thoughts: If you want to show the fine details of pets ( hairs ), Canon might not be the best choice. As people said, also with my personal experience, Canon digital pictures is kind of "Soft" although very "smooth", either because of the lens or the CMOS. Nikon lens might be sharper, so are Nikon or Fuji DSLR sensors. If "sharpness" is the only thing you are concerned about, you may want to consider Nikon D100 or Fuji S2Pro as I suggested for birdswimming in my previous post.
