It depends. Steam humidifier can be separately controlled to work with only the blower unit. So even when the heat is off, the thermostat can turn on the blower + humidifier to supply moisture.

Yes. It generates steam and inject it into the air supply duct. And that is why it is the most comfortable system as the air coming out from your central heat is moist warm air.

No. <-10 degree, 35%, around 0 degree, 40%. Anything higher than that I get condensation on my windows.
